After a successful career in real estate sales, Cathcart turned his keen insight toward the Charlottesville, Virginia rental market, where he ultimately developed several award-winning and highly sought after apartment and condominium communities. His success in analyzing the market and assessing consumers’ needs launched Cathcart to his leadership position within the real estate development community. From acquisition and design to professional property management, Cathcart’s forward thinking and reputation for excellence has built more than just great communities—it has created strong relationships between the company, its property owners and its communities’ residents. David Cathcart Chief Financial Officer & Vice President Asset Management Cathcart Properties, Inc.
David Cathcart joined Cathcart Properties, Inc. in 1999. He is responsible for the planning and execution of development activity and strategy. Mr. Cathcart is involved in all aspects of development, construction management, and finance. Previously he was a partner and vice president of Schieren Associates, Ltd., a product development and national wholesale firm based in New Jersey. Cathcart is a graduate of the University of South Carolina with a degree in Philosophy.
C. Todd Dofflemyer Vice President, Development Partner Cathcart Properties, Inc.
Todd Dofflemyer joined the Cathcart team in 2004 to focus on new development opportunities. His multifaceted responsibilities have included acquisitions, development, new construction, rehabilitation, and disposition of an extensive multi-family portfolio, as well as the development of single-family home subdivisions. Prior to joining Cathcart, Mr. Dofflemyer worked in an executive capacity for Gumenick Properties. There he was instrumental in the growth and repositioning of the company’s apartment portfolio throughout Virginia and South Florida. Communities under his purview in Norfolk and Richmond, Va., as well as Miami Beach, Fl. have been recognized as “Property of the Year.”
He has been active in the Virginia Apartment Management Association (VAMA), and the Richmond Apartment Management Association (RAMA), where he served on the Board of Directors for both Associations. He has a bachelor’s degree from Virginia Tech. in Housing, Interior Design and Resource Management with a focus in Property Management. He is also a Certified Property Manager (CPM) through the Institute of Real Estate Management.
Marshall Armstrong President Cathcart Construction, L.L.C.
As the president of Cathcart Construction, Marshall Armstrong is responsible for all aspects of development and construction. Since 1986, Mr. Armstrong has managed the construction of over 4,000 units in single-family and multifamily communities in North Carolina, South Carolina and Virginia with a combined value well over $200 million dollars. The myriad of talents that Mr. Armstrong brings to the company are; on-site construction management, administrative, financial oversight, as well as exceptional communication skills. His proven ability to take projects from inception to completion will enable Cathcart to maintain its high standard of luxury communities throughout the region.
John Gramberg Site Construction Manager, W.Va. Cathcart Construction, L.L.C.
As the Site Construction Manager for Cathcart Construction, John Gramberg is responsible for all aspects related to site management of current building projects. He oversees the acquisition of skilled craftsmen and subcontractors, monitors budgetary concerns, works closely with property managers to assure quality building completion and is the liaison between members of the community and the corporate office. Prior to joining Cathcart Construction, Mr. Gramberg was a Project Manager with a private developer and multi-family builder in Greensboro, NC. There, he oversaw the completion of a $12 million dollar multi-family project in a revitalized neighborhood catering to students at A & T University. He also managed the construction of over 800 units valued at $60 million dollars, in various cities in North Carolina, for an active multifamily developer/builder. Mr. Gramberg brings exceptional interpersonal skills as well as a strong work ethic to the Cathcart Construction team. He works closely with Marshall Armstrong, President of Cathcart Construction in order to ensure a quality product. Mr. Gramberg is currently managing the construction of an 839 unit project near Charleston, WV.
Carolyn Busker President Cathcart Management, L.L.C.
As president of Cathcart Management, Carolyn Busker oversees the company’s day-to-day operations, as well as strategic planning and new business development. She has been involved in all aspects of real estate for the past twenty years, including commercial, retail, industrial, and residential properties. Prior to joining Cathcart, she was with Crescent Real Estate Equities and Transwestern Property Company, both in Dallas, Texas. Busker graduated summa cum laude with a bachelor degree in marketing communications from Mary Baldwin College. She is a Certified Property Manager (CPM) through the Institute of Real Estate Management and served on the Board of the Institute’s Dallas chapter. Busker also holds a Real Property Administrator (RPA) designation through the Building Owner’s and Manager’s Association and is licensed to sell real estate in both Texas and Virginia. She is involved with several charitable organizations.
Debbie Launi Controller Cathcart Management, L.L.C.
Responsible for administering the accounting and financial reporting functions, Ms. Launi joined Cathcart Management in 1998. Previously, she was a staff accountant with Garris Toby and Company. Her client base consisted of privately held companies. Ms. Launi graduated from the University of Maryland with a Bachelor of Science in Business Management.
Donald Vogeley Vice President Cathcart Management, L.L.C.
Donald Vogeley has been involved with property management for seventeen years and a member of the Cathcart team since 1999. He is responsible for overseeing the day-to-day operations of luxury apartment communities and condominium Associations in Charlottesville, Virginia. He also serves as a central resource for marketing, advertising and new business development. Prior to joining Cathcart Management, Vogeley worked for AvalonBay Communities in Richmond, where he was recognized with the Property Manager of the Year award. His real estate experience also includes successfully pre-marketing and sales for an exclusive retirement community in Redding, CT. He holds a degree in sociology from Hartwick College and holds his Virginia Real Estate License.
Pam Wilson Senior Property Manager Cathcart Management, L.L.C.
Since joining Cathcart Management in 1999, Pam has continually demonstrated her professionalism and commitment to the real estate industry. She has been instrumental to the success of Lakeside, which has performed extremely well, even in soft markets. Pam is the recipient of numerous awards for her leadership qualities. She holds the National Apartment Leasing Professional designation from the National Apartment Association.
